Drive nine miles northwest of Tetonia and the road drops into a canyon most Felt residents have never actually walked into. Down there, a 12-foot concrete dam has been quietly running the Teton River through a powerhouse since before anyone currently living in this valley was born. That changes this September, when the relicensing fight over that dam finally opens itself up to anyone in the valley willing to show up or write a letter.
The Felt Hydroelectric Project, the dam most people know only as a name on a topo map or a put-in point for kayakers, is in the middle of a federal relicensing process that will decide how this stretch of river runs for decades. A public meeting is set for September 3 at the Teton County Courthouse in Driggs, and the public comment window closes eleven days later. It's the most direct chance anyone in this valley has had in years to put an opinion on the record before the state makes its call.
A Dam Most Locals Have Never Actually Seen
The Felt Project was built in the early 1900s and has run in what engineers call "run-of-river" mode ever since, meaning it doesn't store water behind a reservoir so much as pass the river through its turbines and put it back out the other side. At 7.45 megawatts, it generates enough electricity each year to power close to 2,400 average American homes, a modest output by dam standards but a real one for Fall River Electric Cooperative, the utility that has operated it since well before the current relicensing process began.
Below the powerhouse, the river drops into a canyon that whitewater paddlers rate among the better multi-day runs in eastern Idaho, with a portage around one Class IV rapid near the mouth of Badger Creek followed by a stretch of big Class III water that guidebooks compare to the New River Gorge. Anglers know the same stretch for its fishing. Both groups have reason to care what happens to the water coming out of that powerhouse, because the project's current license sets a minimum flow schedule that anyone downstream has to live with.

That split matters more than it looks. The higher spring flow lines up with runoff and spawning season, but the low winter number is the one that determines what the river looks like for roughly eight and a half months of the year, which is the stretch that shapes ice conditions, wildlife access to open water, and how much of the canyon actually flows versus sits low and slow behind the dam's diversion.
The Ladder Nobody Believed Worked, Until Someone Watched It Longer
The dam has a fish ladder, and for most of its history nobody had much confidence in it. An Idaho Department of Fish and Game study from the late 1990s found few adult trout actually using it to get upstream, which fed a working assumption that the Felt Dam had permanently sealed off the upper Teton River from the Yellowstone cutthroat trout that used to move through it. That's not a small population issue. Cutthroat need access to colder upstream water to have a fighting chance as the climate warms, and a blocked ladder means a shrinking range no matter how healthy the fish are downstream.
More recent monitoring, conducted by Fall River Electric itself, found considerably more use of that same ladder than the 1990s study did. That's the kind of contradiction that should make anyone paying attention slow down rather than pick a side. Either the ladder works better than assumed, or the monitoring methods changed enough to produce a different answer, or both. It's exactly the kind of open question a federal relicensing process is supposed to resolve with real data instead of assumptions carried over from three decades ago.
What American Rivers Is Actually Asking For
The advocacy side of this fight has a specific ask, not a vague one. American Rivers and a coalition of conservation and recreation groups have pushed Fall River Electric to build a free-flowing bypass channel around the dam, essentially giving fish and boats a route that avoids the structure entirely while the utility keeps diverting a separate portion of the river through its turbines to keep generating power.
"We think there's real promise there," one of the advocates behind the proposal told a Jackson Hole reporter covering the relicensing fight.
Fall River Electric hasn't agreed. A spokesperson for the utility has said publicly that no major structural changes are needed to the dam, and the utility's own final license application to FERC doesn't include a bypass channel. Idaho Fish and Game, for its part, has stopped short of demanding physical changes too, but the agency's written comments to FERC criticized Fall River Electric for not adequately describing how continued operation of the dam affects the existing sport fishery or what it plans to do about it. That's a state wildlife agency telling a federal regulator that the utility's homework on its own trout impact is incomplete, which is not a small thing to have on the record heading into a license that could run for decades.
The Two Weeks That Decide the Next Several Decades
Here's where the calendar actually matters. Before FERC can issue any new license, Idaho's Department of Environmental Quality has to certify the project under Section 401 of the Clean Water Act, and federal law gives the state one year from the date it received that certification request to make a call. DEQ received the request on December 5, 2025, which puts a hard outer deadline on the state's decision.
Before that happens, DEQ is taking public input. A public meeting is scheduled for September 3, 2026, from 6 to 7:30 p.m. at the Teton County Courthouse in Driggs, and written comments on the draft water quality certification are being accepted through September 14, 2026, at 5 p.m. Mountain Time. Comments can go in electronically through DEQ's public comment page or by mail to DEQ's Idaho Falls regional office.
This isn't the only chance the public will ever get. FERC's own environmental review is still moving on its own separate track, with a revised schedule for that federal Environmental Assessment issued just this August, and that process will open its own comment period once the assessment is published. But the DEQ window closing September 14 is the one happening right now, tied to state water quality standards rather than federal power regulations, and it's the one where a comment from someone who actually lives near this river carries real weight.
Why the Number of Years Matters More Than the Megawatts
Fall River Electric's application was filed back in August 2021, and the utility is reportedly seeking a new license with a 30-year term, a few years shorter than the 40-year license the dam has operated under since 1983. That gap sounds like a technicality, but it isn't. A shorter license term means the next chance to revisit the dam's operating rules, its fish passage requirements, its minimum flows, comes back around sooner rather than a full generation from now.
As part of the application, Fall River Electric has also proposed shrinking the project's footprint on federal land by roughly 30 acres, implementing a Yellowstone cutthroat trout conservation plan, improving the portage and recreation access trail below the dam, and installing warning sirens at both powerhouses to alert anyone downstream before a sudden flow change. Those last two are worth knowing if you fish, paddle, or just walk that canyon. A siren system means the utility is acknowledging that its operations can change river conditions fast enough to catch someone off guard, which anyone who has spent time on that stretch of river already suspected.
Whatever gets decided this fall, it won't be reversed easily. Licenses like this one run in decades, not years. The version of the Teton River that comes out of this relicensing process, whether it includes a bypass channel, tighter flow requirements, or just the same terms with a new expiration date, is the version this valley lives with for a long time.
